What decided it
The absence of a five-year housing land supply, combined with the limited landscape harm and the significant social benefits of housing delivery, meant the adverse impacts were insufficient to significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
The benefits of housing delivery (28 dwellings with 20% affordable housing) and modest economic benefits outweighed the limited harm to landscape character and the loss of agricultural land, applying the tilted balance under NPPF paragraph 11 due to the Council's failure to demonstrate a five-year housing land supply.
