The significant harm to the landscape and scenic beauty of the North Wessex Downs AONB, to which great weight must be attached under Framework paragraph 176, provides a clear reason for refusal that outweighs the limited benefits of the proposal.

The limited social, economic and environmental benefits of a single dwelling and small contribution to housing supply were outweighed by the significant harmful effect on the character and appearance of the area and the landscape and scenic beauty of the AONB, to which great weight was attached
