What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the modest weight of the policy conflict combined with the realistic prospect of acceptable design meant the adverse impacts did not significantly and demonstrably outweigh the benefits.

The modest conflict with spatial strategy policies was outweighed by the engagement of the tilted balance under Framework Paragraph 11(d) due to the lack of a five-year housing land supply, and the realistic prospect that development could come forward that would not unacceptably harm character and appearance.
