What decided it

The presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework, triggered by the Council's failure to meet the Housing Delivery Test, outweighed the limited harm arising from the conflict with parking policy DM23.

The benefits of providing an additional dwelling in an accessible location and making more efficient use of land outweighed the limited harm from less-than-ideal parking arrangements and the limited conflict with policy DM23, under the tilted balance in paragraph 11(d)(ii) of the Framework.
