The proposal's conflict with the development plan through its location outside the settlement boundary and departure from the linear pattern of development, combined with less than substantial harm to the listed building setting that would not be outweighed by limited public benefits, and the absence of necessary ecological surveys to establish effects on protected species.
The limited public benefits of housing delivery, economic benefits during construction and occupation, and environmental efficiency measures were outweighed by the harm to character and appearance, the less than substantial harm to the setting of the listed building (to which great weight must be given), and the uncertainty regarding effects on protected species.
