What decided it

The proposal would further exceed the already-exceeded Settlement Housing Guideline for the Acton Round Cluster without satisfying the five criteria of SAMDev policy MD3, and the applicant failed to demonstrate that the proposal would not result in significant adverse effects on ecological and arboricultural interests.

The limited benefits of housing delivery and economic benefit weighed only moderately in favour of the proposal, but were outweighed by the conflict with the Council's spatial housing strategy, the failure to meet the Settlement Housing Guideline criteria, and the unresolved adverse effects on ecology and trees.
