What decided it

The building is of modern construction (corrugated metal sheeting) rather than traditional construction, no structural survey was submitted to demonstrate suitability for conversion as required by Policy DM34, and the conversion would harm the rural character of the site and surrounding area contrary to Paragraph 80(c) of the Framework.
