What decided it

The Inspector could not confidently conclude that the development would not adversely affect the integrity of the Arun Valley Sites due to insufficient robustness of the proposed conditions to secure water neutrality mitigation in perpetuity.

The substantial benefits of adding housing supply and supporting the local community were outweighed by very great weight given to the conflict with spatial strategy policies, harm to character and appearance, and the inability to rule out adverse effects on protected habitats; the tilted balance did not apply due to the impact on designated sites
