The proposal would cause harmful effects on the character and appearance of the High Weald AONB, which is afforded the highest status of protection, and would conflict with the development strategy directing development to substantially built-up areas, and these harms are not outweighed by the housing benefits despite the shortfall in housing land supply.

The benefits of housing delivery and rural economic activity were given moderate weight, but these did not outweigh the significant harm to the AONB and conflict with the development plan's spatial strategy, particularly given the AONB's highest status of protection.
