The poor design quality of the proposal at a prominent corner location, which would cause harm to character and appearance, outweighed the benefits of delivering one additional dwelling in the context of housing supply shortfalls when the Framework policies are taken as a whole.

The tilted balance under NPPF paragraph 11d)ii favoured the appeal due to housing delivery shortfalls, but the harm to character and appearance and poor design at a prominent junction, when assessed against the Framework policies as a whole, significantly and demonstrably outweighed the benefit of one additional dwelling, and the balance tipped against the appeal.
