What decided it

The fallback position that a similar dormer could be constructed under permitted development rights with essentially the same visual and amenity impacts, combined with the lack of visible intrusion from public views and the characteristic nature of such extensions in the locality, outweighed the minor non-compliance with the SPG and GDPO technical requirements.
