What decided it
The proposal would cause less than substantial harm to the setting of the Grade II listed building which, given the great weight afforded to conservation of designated heritage assets under the Framework, is not outweighed by the modest public benefits of the development.
The adverse impacts in respect of the designated heritage asset and neighbouring occupiers' living conditions, being matters of a high order, significantly and demonstrably outweigh the benefits of one additional dwelling and modest economic benefits when assessed against the policies in the Framework taken as a whole.
