The significant harm from locating a dwelling in an unsustainable location contrary to the development strategy, with no demonstrated local need and high car dependency, outweighed the limited benefits of one additional dwelling, economic benefits, ecological benefits and community support, particularly given the Council's demonstrated five-year housing land supply.
