What decided it
The serious harm to character and appearance, failure to achieve safe access and adequate living conditions, and unresolved effects on the Thames Basin Heaths SPA were fundamental to the scheme and could not be reasonably resolved by conditions, and these harms outweighed the small housing supply benefits.
The small contribution to housing supply and efficient use of land were outweighed by the serious harm to character and appearance, harm to living conditions, highway safety concerns, and harm to the special habitat of the Thames Basin Heaths SPA, resulting in conflict with the development plan as a whole.
