The failure to demonstrate that the proposal would not adversely affect the integrity of the River Wensum Special Area of Conservation due to nutrient neutrality concerns, which provides a clear reason for refusal under Paragraph 11(d) of the Framework and engages the habitats sites exception to the presumption in favour of sustainable development.
The modest benefits of housing delivery, including bungalows and self-build plots, temporary construction employment, and potential affordable housing, were outweighed by the significant harm to European sites (nutrient neutrality), highway and pedestrian safety, and accessibility, combined with conflict with the spatial strategy.
