What decided it

The Unilateral Undertaking preventing occupiers from obtaining parking permits ensured the development would be car-free and would not adversely affect residents parking provision or highway safety.

The absence of a 5-year housing supply was outweighed by the fact that the proposal would not deliver a net increase in housing stock, and the proposal's compliance with development plan policies on retail centres and parking provision.
