What decided it

The significant negative impact on the character and appearance of the conservation area and the failure to provide satisfactory living conditions for future occupiers outweigh the moderate benefits of housing delivery, notwithstanding the housing land supply shortfall.

The moderate public benefits of housing delivery and economic activity were outweighed by the considerable importance and great weight given to conservation of the designated heritage asset and the substantial weight given to ensuring future occupiers have satisfactory living conditions.
