What decided it
The substantial public benefits of the scheme (economic, housing, and environmental) were found to outweigh the less than substantial heritage harm to the two Conservation Areas.
The considerable, substantial, great and significant benefits of the scheme (design, office/lab space delivery, economic growth, housing and affordable housing delivery, environmental measures, public realm) were found to collectively outweigh the less than substantial heritage harm to the Riverside and Stourbridge and Fen Ditton Conservation Areas, tipping the balance in favour of granting permission.
