What decided it

The significant heritage harm caused by breaching the historic burgage plot boundary walls for parking and pedestrian access, which was found to outweigh the housing and other benefits of the scheme.

The benefits of housing delivery, sustainable location and wall repair did not outweigh the significant less-than-substantial heritage harm to the conservation area and listed building setting, so under the tilted balance the adverse impacts significantly and demonstrably outweighed the benefits and the appeal was dismissed.
