What decided it

The proposed plot size of approximately 1,450 sqm is significantly smaller than those in the immediate vicinity (3,640–4,041 sqm), and the shallow plot depth would be readily apparent in the street scene, conflicting with Policy E4 and the character of the Residential Area of Special Character.

The benefits of housing delivery and economic benefits were outweighed by the identified harm to character and appearance through plot subdivision that breaches Policy E4.
