The extent of building operations proposed, including complete replacement of external walls and roof and substantial alteration to the steel frame structure, would not be reasonably necessary for conversion and would constitute a rebuild rather than a conversion, failing to meet the requirements of Schedule 2 Part 3 Class Q(b) and Q.1(i) of the GPDO.
