What decided it
The development's failure to secure a required commuted sum for open space provision, which cannot be remedied by condition and which carries substantial weight against the proposal, outweighs the moderate benefits of housing delivery in the context of a shortfall in housing land supply.
The provision of one additional dwelling and short-term employment benefits (moderate weight) were significantly and demonstrably outweighed by the lack of financial contribution to formal recreation provision in an area with a current deficit (substantial weight), assessed against the Framework taken as a whole under paragraph 11(d)(ii).
