The appeal site is within an area at risk of future flooding and the proposal failed to submit a flood risk assessment or demonstrate appropriate mitigation, thereby conflicting with CS Policy CS15 and the Framework.
The presumption in favour of sustainable development under paragraph 11 of the Framework was displaced by flood risk policy providing a clear reason for refusal; the limited housing benefits and associated economic and social benefits attracted very limited weight and could not overcome the significant harm identified in relation to flood risk
