The out-of-date status of the development plan policies directing housing to settlement boundaries, combined with the site's location on previously developed land in close proximity to other dwellings with reasonably sustainable access, meant the tilted balance under NPPF paragraph 11d applied and permission should be granted.
The limited benefits of providing up to 2 dwellings and supporting local services were not significantly and demonstrably outweighed by the minimal material harm from locating development outside the settlement boundary on previously developed land, particularly given the out-of-date status of the relevant development plan policies
