The proposed development fails to meet all criteria of LP Policy SCLP5.5, particularly the requirement that the building conversion make a positive contribution to the landscape, and the site lacks suitable access to services and facilities by means of transport other than the private car.

The limited social and economic benefits of delivering one additional dwelling and potential biodiversity enhancements were outweighed by the conflict with the development plan policies directing development to sustainable settlements with good access to services and facilities, particularly given the Council can demonstrate a five year housing land supply.
