What decided it
The significant harm arising from the failure to provide affordable housing in an area of evidenced acute need, combined with the failure to make optimal use of a site allocated for substantially more dwellings, could not be outweighed by the modest benefits of the proposal when assessed against the Framework as a whole.
The modest benefits of housing delivery in a sustainable location and biodiversity enhancements were outweighed by the significant harm from the absence of affordable housing provision and the failure to comply with Policy AP.112 by not optimising the potential of the allocated site, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
