What decided it

The absence of clear demonstration from emergency planners that the needs of future occupiers could be accommodated within the OSEP, combined with the unexecuted draft Section 106 agreement and lack of substantive evidence of funding for emergency accommodation, meant the development would harm public safety contrary to Policy SS7 and the Framework.

The modest social and economic benefits of additional housing were outweighed by the significant weight attached to the conflict with Policy SS7 and the Framework's requirement to promote public safety and take account of security and defence requirements; the presumption in favour of sustainable development did not apply as the Council could demonstrate a four-year housing supply for decision-taking purposes.
