What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing land engaged the tilted balance under paragraph 11(d) of the Framework, which the significant benefits of housing delivery were found to outweigh the limited identified harms.
The significant weight given to market and self-build housing delivery, together with moderate weight for economic and affordable housing benefits, outweighed the minor harm to countryside character and conflict with the settlement boundary policy, so that adverse impacts did not significantly and demonstrably outweigh the benefits under the tilted balance.
