What decided it

The pedestrian count evidence demonstrating that the majority of pedestrians do not use the undercroft area subject to infilling, combined with the minor nature of the required diversion and the improvement to the pedestrian environment by moving movements away from an area of anti-social behaviour, led the Inspector to conclude there would be no unacceptable adverse impact on pedestrian safety.
