What decided it
The significant harm to highway safety arising from the extremely narrow proposed footway at the pinch point, which would bring pedestrians into direct conflict with vehicular traffic, combined with the unsuitability of the location due to lack of safe access to services and facilities, outweighed the moderate benefits of housing supply under paragraph 11 of the Framework.
The adverse impacts of the proposal, comprising significant harm to highway safety and unsuitability of location for housing, significantly and demonstrably outweighed the moderate benefits of housing supply and construction-phase economic benefits, even with the Council's inability to demonstrate a five-year housing land supply.
