Main issues, as the Inspector framed them

  • The main issue common to both appeals is the effect of the proposals on the significance and special interest of Little Daffaluke, a Grade II listed building and any other relevant designated heritage assets.
  • In relation to Appeal A, additional main issues are the effect of the development on the River Wye Special Area of Conservation (SAC), protected species and highway safety.

What decided it

The less than substantial heritage harm to the listed building and its setting was not outweighed by the public benefits, and for Appeal A an adverse effect on the integrity of the River Wye SAC could not be ruled out following the appropriate assessment.

The moderate positive weight attributed to the modest public benefits (heritage re-use, economic, tourism, biodiversity net gain and renewable energy) did not outweigh the great weight given to the less than substantial harm to the significance of Little Daffaluke and Bramley Barn, and for Appeal A this was compounded by an unresolved adverse effect on SAC integrity, so both appeals were dismissed.
