The less than substantial harm to the setting of the non-designated heritage asset and the conservation area, combined with limited public benefits and the site's location outside the development limits in an area with adequate housing land supply, outweighed any considerations in favour of the proposal.
The limited public benefits (one self-build plot, retention and rebuilding of outbuildings, and temporary economic benefits) did not outweigh the less than substantial harm to heritage assets, to which considerable weight was given.
