The harm to the significance of the Thrussington Conservation Area, a designated heritage asset, provides a clear reason under paragraph 11d of the Framework for refusing the proposal, notwithstanding the Council's inability to demonstrate a five-year housing land supply.
The substantial harm and policy conflict arising from the location outside the settlement boundary and harm to the Conservation Area outweighed the limited public benefits of an additional single dwelling, even in the context of a shortfall in housing land supply.
