In Appeal A, the harm to the character and appearance of the Regents Canal Conservation Area caused by the incongruous copper-clad pavilion as a jarring rooftop addition was not outweighed by the minor public benefit of one additional dwelling. In Appeal B, the brick-walled enclosed pavilion matching the existing building's design would preserve the conservation area's character and provide suitable living conditions.
