What decided it

The poor quality design and layout causing harm to character and appearance, combined with inadequate accommodation standards and substandard parking arrangements creating unacceptable highway safety impacts, outweighed the modest housing supply benefits.

The benefits of housing supply on brownfield land and short-term construction employment were insufficient to outweigh the significant harm to character and appearance, poor accommodation and amenity space standards, and unacceptable highway safety impacts.
