What decided it
The proposal would introduce development that conflicts with the linear grain and rural character of the conservation area and would harmfully erode the semi-rural setting of the listed building, and the limited housing benefits of two dwellings do not outweigh this less than substantial harm.
The less than substantial harm to the character and appearance of the conservation area and the setting of the listed building outweighed the limited public benefits of housing supply and economic contribution from only two dwellings.
