What decided it

The cumulative harm to character and appearance, living conditions, sustainability of location, highway safety, protected species and drainage, when weighed against the moderate housing benefits, significantly and demonstrably outweighed the benefits under paragraph 11 of the Framework.

The moderate housing benefits and economic benefits during construction were significantly and demonstrably outweighed by the adverse impacts on character and appearance, living conditions, accessibility to services, highway safety, protected species and drainage, such that sustainable development would not be achieved.
