What decided it

The modest public benefits of the proposal, including energy efficiency and reduced maintenance costs, do not outweigh the noticeable and harmful change to the character and appearance of the Conservation Area caused by replacing original timber frames with uPVC windows, especially where alternative solutions exist to achieve the same benefits without harm.
