What decided it

The existence of an enforcement notice dated 21 February 2005 requiring cessation of use as a self-contained dwelling, which remained in force and unwithdrawm at the application date, meant the use contravened the notice requirements under section 191(2)(b) of the Town and Country Planning Act 1990.
