The failure to satisfy the sequential test by demonstrating that no reasonably available alternative sites exist at lower flood risk, combined with the modest weight attributable to the housing supply and other benefits, meant the proposal conflicted with the development plan and material considerations did not indicate a decision should be taken otherwise than in accordance with it.

The modest benefits of housing delivery and economic benefits during construction were outweighed by the policy requirement to satisfy the sequential test and direct development away from areas at highest risk of flooding.
