What decided it
The failure to secure affordable housing and SPA mitigation through a completed section 106 agreement meant the proposal could not comply with Policies PCS19 and PCS13, and the resulting significant harms outweighed the benefits of housing delivery under the tilted balance.
The benefits of 18 dwellings (including potential for 6 affordable units), biodiversity enhancements, economic benefits and well-designed homes were given moderate weight, but the potential harm from failure to secure affordable housing and harm to the Solent Special Protection Areas were given significant weight, resulting in adverse impacts significantly and demonstrably outweighing the benefits.
