What decided it
The Inspector's finding that predicted internal noise levels within the future residential units would not exceed the appropriate 45dB LAmax LOAEL, meaning the nightclub use would not cause serious harm to the living conditions and wellbeing of future occupants.
The significant benefits of housing delivery, retention of a significant cultural/nightclub venue, and substantial economic and employment benefits were found to demonstrably outweigh any adverse impacts, with the scheme found to accord with the development plan as a whole.
