What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the limited harm from the location's sustainability shortcomings did not significantly and demonstrably outweigh the benefits of providing a self-build dwelling on previously developed land.
The material harm relating to the suitability of the site's location and reliance on private car travel was outweighed by the benefits of housing delivery and brownfield development, assessed against the Framework as a whole, because the dwelling would be located very close to Hailsham with short trip distances and the proposal is for only one dwelling.
