The significant harm to the character and appearance of the area caused by the proposed dwelling's narrow width, single-storey height, and incongruous appearance within the spacious, two-storey character of the surrounding area outweighed the limited housing and economic benefits.

The moderate social and economic benefits relating to construction employment, local spend, and housing provision were afforded limited weight and were found to be significantly and demonstrably outweighed by the significant harm to character and appearance when assessed against the policies in the Framework as a whole
