The development introduces an isolated building into an undeveloped agricultural area within the Dartmoor National Park, conflicting with the requirement to conserve and enhance the landscape and scenic beauty to which great weight must be given, and fails to meet the policy requirement that equestrian buildings be clustered with existing building groups.
