The proposal would not create acceptable living conditions for future occupants when regard is paid to noise, as residents would be unable to open windows without tolerating unacceptable road noise levels, which is inconsistent with the principles of good design and the Framework's requirement for safe and healthy living conditions.
The significant benefits of delivering 8 additional dwellings in a context of very poor housing land supply (2.36 years) were substantially and demonstrably outweighed by the substantial harm arising from unacceptable internal noise levels for future occupants and moderate harm to character and appearance.
