36A Riffel Road, LONDON, NW2 4PH
without planning permission, the erection of a second floor rear dormer with terrace to rear outrigger and the installation of first floor doors and balcony to the rear of the premises

Main issues, as the Inspector framed them
- The effect of the second floor rear dormer with terrace to the rear outrigger on the character and appearance of the area
- The effect of the first floor doors to the rear of the premises on the living conditions of neighbouring residents, with particular regard to privacy
What decided it
The first floor doors were severable from the dormer and could be made acceptable through a condition securing a fixed balustrade to prevent unacceptable overlooking, whereas the dormer's design caused lasting harm to character and appearance with no material considerations to override this.
