What decided it

The proposal constitutes inappropriate development in the Green Belt that would result in a disproportionate addition to the original building (73% volume increase against the 30% threshold), and the substantial weight given to Green Belt harm is not outweighed by the health-related benefits which are tempered by the multi-use nature of the proposed building and the possibility of alternative solutions within the existing dwelling.
