The less than substantial harm to the significance of the Chipstead Common Conservation Area as a designated heritage asset was not outweighed by the modest public benefits and provided a clear reason for refusing the development under paragraph 11(d)(i) of the Framework.
The modest public benefits of housing delivery and economic benefits were insufficient to outweigh the less than substantial harm to the significance of the designated heritage asset, and the harm to living conditions and character and appearance would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
