The Inspector's satisfaction that the scheme would achieve nutrient neutrality without harming the integrity of the Stodmarsh European protected sites, combined with the proposal's accordance with the development plan as a whole, was decisive in allowing the appeal.
Heritage, landscape and visual harms were outweighed by the substantial public benefits of the scheme, particularly the delivery of much-needed market and affordable housing, and overall the proposal accorded with the development plan taken as a whole.
